Justin Fulcher’s Path From Telehealth Founder to Pentagon Advisor

Before he spent six months as a senior advisor at the Defense Department, Justin Fulcher had already spent two decades building technology in regulated environments that left little room for guesswork. His telehealth company, RingMD, operated across markets where unreliable infrastructure often decided what any new tool could actually deliver to patients, alongside workforce development programs he built in underserved communities around the world.

That background followed him into the Pentagon, where he worked under Secretary Hegseth on acquisition reform and IT modernization across defense agencies. Justin Fulcher contributed to compressing software procurement timelines from years to months, a project that drew directly on lessons from building technology in places where adoption could never be assumed and had to be earned step by step.

A Consistent Principle Across Two Careers

“The Pentagon doesn’t run only on strategy decks,” Fulcher has said. “It runs on relationships, institutional knowledge, and a set of processes that were built for a different era. The work is figuring out which of those constraints are worth preserving and which ones are just costing the Department time.”
